prevent unevitable imbalances in close-range combat

wrong cost (resulting in negative mineral counts on a planet)
- sometimes FHost would choose the wrong torpedo type when using tholian
free torps feature (only with alternate torpspec.dats)

+ FHost now detects a new campaign and doesn't complain about it.
! Cloaked ships can no longer fire cruise missiles. This would have
made the attacked player too vulnerable.
! TAx and TBx commands are now ignored when no amount has explicitely
been given (former always launched 100%)
! Patrolling Fighters do not block each other anymore. Blocking would
inappropriately prefer ships with lower id's.
! Changed sundata.hst format to be capable of the nova-scenario (see
fhost.doc for details)
- The TBx command could cause a crash while FHost was generating the
according message.
- Under special circumstances FHost aborted the hosting process,
believing that an illegal planet id was given.

+ TBx fires torpedos as cruise missiles at enemy starbases
+ TAx fires torpedos as cruise missiles at remote enemy ships
+ ATC, mkt now let ships construct torpedos in space.
If configured, the players may build cheap torpedos by using a certain
amount of supplies instead of MC.
! The missing line for stargate-base-range has been added to FHConfig
! x in all F?x and T?x missions now assigns a percentage of available
resources to this mission. (i.e. FP7 means 70% of all fighters on this
patrol mission)
! Sunbusters may be fired like cruise missiles. Same rules as for normal
missiles.
! When a base gets damaged the maximum techlevel are also adjusted
relatively to the amount of damage.
! Base defense posts now get destroyed along with the base
! Fighters on special missions now use a configureable amount of
fuel per 100 fighters and 100 LY travelled. If a carrier is low on
fuel it will reserve 1kt neutronium for itself and adjust the number
of active fighters for this mission.
! FHConfig now supports a more convenient direct-typing feature. While
you are typing the values directly into the edit field, FHConfig
doesn't bother range limits.
! Unregistered FHost now accepts configuration, too
- Universe consistency check misunderstood some stargate configurations
as 'wrong ownership'.

+ BUM, may self destruct a ship under certain conditions

! Subspace message system now handles up to 32767 messages. (theoretical
maximum in host.exe)
! Colonists and natives grow angry faster when being bombed (+5 points)
- Universe consistency check had accidentally been disabled
- FHost no longer sends messages to inactive players
- Fighter patrols with 0 fighters in a sortie do not longer send reports
- FHost/2 crashed with a stack overflow error
- Emergency landing reports were sent to wrong player in some cases
- Fighters on emergency landing mission even decomissioned in nova or
deathstar-killed systems
